演讲题目：
In China, increased spending on welfare programs is more effective at alleviating poverty than increased spending on public infrastructure
要求：3-5分钟。根据排名，前8名进入复赛环节。
（二）复赛
辩论动议：
This house would increase spending on welfare programs rather than on public infrastructure in order to effectively alleviate poverty.
要求：8名选手两两组合，组成四只队伍，相互独立，彼此竞争。评委将根据各队表现对各队伍进行排名，各队获得相应积分。比赛中，每位辩手有7分钟发言时间。期间，对方辩手可对发言辩手提出质询(POI)。具体辩论赛制请参考附件。
二、
英式议会制辩论赛基于社会现实问题的讨论，关注社会不同领域的热点事件，帮助选手了解我们生活的世界并形成自己的世界观、价值观。辩题基本分为：政策类辩论和价值观类辩论。 1、政策类辩论
政策类辩论需要选手对社会问题具体分析，讨论可以实施的举措对社会带来的影响。通常，政策类辩题的形式为“This House Would (THW) ...”， 翻译为：“本院将...”。
例如：
①This House Would strictly limit the replacement of workers with technology by companies (ESL Semi-Final, WUDC 2015)
本院将严格限制公司在用工时使用科技取代人类。
②This House Would not allow out of court settlements for workplace discrimination and harrassment. (Round 9, WUDC 2018)
本院将不允许对工作场所发生的歧视和骚扰进行庭外调解。
2、价值观类辩论
价值观类辩论要求选手找到相应的评价标准，对所讨论的主题进行不同层次的利弊分析。通常，价值观类辩题形式较为丰富，包括但不限于
“This House Believes That (THBT) ...”，翻译为“本院认为...”;
“This House Regrets ...”，翻译为“本院对...感到遗憾”；
“This House Prefers ...”，翻译为“本院更愿意...”；
"This House Supports/Opposes ...”，翻译为“本院支持/反对...”；
例如：
①This House Believes That publicly funded universities should be required to reduce enrolment in degree programs within their university that have statistically poor employment outcomes (ESL Quarter-Final, WUDC 2013)
本院认为公立大学就业率低的专业应减少招生。
②This House Regrets the commodification of indigenous cultures (Round 9, WUDC 2014)
本院对原土著文化商业化感到遗憾。
③This House Prefers a world where, starting today, all humans have identical intellectual abilities (EFL Semi-Final, WUDC 2020)
本院更愿意活在一个所有人类都有相同智力的世界。
④This House Opposes the norm that romantic love should be the primary source of fulfilment in a person's life (Round 3, WUDC 2019)
本院反对将浪漫的感情作为人基础成就感来源的准则。
